The Westwood Lounge: On the 40th Floor, the highest accessible level in the Black Tower, you will find a large, comfortable bar. The bartender always seems to be ready when you're there, even if you never see them arrive or depart. Guests will have a view of the city from on high, large floor-to-ceiling glass panels provide a shrouded view of the City Center, all the way out to the distant lighthouse on the shore. A side patio is available for anyone who wants a breath of fresh air.
As Above: No members of the public are permitted above the 40th Floor in the Black Tower. This is for their own safety. Characters who wish to be put at severe risk or enduring madness may request staff approval to explore this area. The top floors are not visible from the outside, obscured by perpetual cloud.
So Below: Just as the tower reaches unknown heights into the sky, its depth below the city is also unmapped. The Stock Market makes its home in the bowels of the Black Tower, but there are also mysteries to be discovered below-ground.

Our community is growing every single day. Many are experiencing the worst days of their lives when they slip through those tears in the layered fabric of space-time, and without the proper social infrastructure to catch those who fall into this place in the days and weeks after arrival — to provide food and shelter and safety — our new home will not thrive. That was certainly my experience, which is why I have collaborated with the Black Tower to assist the company in creating the Department of Resettlement Services.
